Ing-Jye Cheng serves as a Senior Director for Health Economics, Policy and Reimbursement at Medtronic, where she joined in 2025 after a long and esteemed career at the Centers for Medicare and Medicaid Services. At CMS she most recently served as the Deputy Director for the Center for Medicare - the most senior career civil service position in the Medicare program – where she oversaw all rules and regulations governing Medicare fee-for-service payment as well as Medicare fee-for-service operations. She joined CMS in 2009 and in her 15+ years at the Agency held diverse leadership positions in the Center for Medicare including Group Director, Chronic Care Policy Group; Acting Group Director, Hospital & Ambulatory Policy Group; Division Director, Acute Care Division; and Acting Division Director, Value-Based Purchasing Division, Performance-Based Policy Group.

Previously, she worked for the Maryland Hospital Association and in management consulting. She earned a master’s degree in public policy from the Kennedy School of Government at Harvard University and a bachelor’s degree in international studies from American University.
